With the support of a grant from the Ontario Arts Council, Joe set about to create his sophomore album from the perspective of a street cop trying to help people who often don't trust or fear the police.



Tracked over various sessions at various studios, Joe counted on the help of some of Ottawa's finest musicians and soundmakers to help bring the concept to life. Those involved in the album include Tyler Kealey, Dan Junkins, Jon Chandler, Philip Shaw Bova, Matt Ouimet, Mike Yates, Al Bragg, Steve Boudreau and Casey Conner.



The album is based on the story of a street girl who turns to prostitution to feed her drug addiction. In so doing, she enters an evil side of the world consisting of pimps, violence and drug dependence. Joe narrates the story through the perspective of a cop who can see a fighting spirit in her when all hope is lost, although he is battling his own demons and past as well.



Using his experiences in policing Ottawa for over a decade, Joe created a realistic, haunting yet optimistic portrayal of a forgotten story that goes on everyday in cities across the globe
