The acoustic guitar part of Luka is played with a capo on fret 2. Suzanne Vega uses power chord shapes mixed with open strings to get a lovely spacious sound to the chords. Most of the song is just the same chord shape moved up and down. The E major chords are the exception, and if you want to get them sounding right then you need to miss the top 2 strings (E and B) from them.
The chords are arpeggiated throughout most of the song, broken up into individual strings rather than strummed all as one. It's easiest to just listen to what sounds right and try to replicate it, but the emphasis always comes with the top 2 strings ringing out.
