This album is meant to be a prequel to the original, showing Doctor Thomas Light and Doctor Albert Wily begin the chain of events that leads to the oppression of the city and the building of Protoman. As the album goes on the instrumentation turns from organic to more synthetic, to reflect Wily's influence of technology. The overall sound quality is much better, as the album takes place \"before the bomb dropped.\"
