So were Buskers Unregulated welcomed with open arms? Unlike on our trip to Doncaster it took us about 20 minutes to get some interaction. The gentleman was polite and courteous, but still insisted that the town centre, although council-owned, was private property. We were given an application form for permission to carry out activities on Broadway where we pitched, but this appears to be for licensed activity and busking is classified as unregulated under the 2003 Licensing Act. In return we gave him a copy of the 2012 Live Music Act which goes even further to state that busking does NOT require a license, and therefore Hyndburn Council's policy is NOT law and cannot be legally enforced.
